Parliament Bans Wearing Masks, Helmets, Camouflage Clothing At Mass Rallies (09:40, Friday, January 17, 2014)

The Verkhovna Rada has banned wearing masks, helmets or camouflage clothing by people taking part in a gathering, assembly, demonstration, protest, rally or other mass event.

According to chairperson of the accounting commission Volodymyr Oliinyk of the Party of Regions faction, respective draft law No. 3879 was backed by 235 or minimum required 226 deputies.

In compliance with the endorsed law, use of the said articles during mass events would be fined 150-250 tax-exempt minimum personal incomes or an administrative arrest for the period of up to 15 days.

The same responsibility is applied in case of use of open fire, fireworks (lighting, signaling, imitation), weapons and special means of self-defense charged with substances of tear and irritant action, explosives or flammable substances, objects specially adapted or prepared in advance to commit unlawful acts.

Participation in the said events less respective permits of interior affairs bodies wearing uniform resembling uniform of militiamen or military men also entail the abovesaid punishment.

Besides, the law envisions that installation of tents or other small architectural shapes, objects or structures used as a stage, sound equipment for or during public events without the permission of the militia entail a fine ranging from 250 to 500 tax-exempt minimum personal incomes, or administrative arrest for up to 15 days.
